The information is based on the content of the minutes of the general assemblies, the permanent councils and the meetings of foreign ministers of the OAS, held between January 2000 and January 2019. More than 800 minutes were reviewed and it was possible to identify in which of those meetings a vote was given. In view of the fact that some minutes do not show how the voting was carried out, the videos of the sessions available on the Youtube channel of the organization were reviewed. With that information, a rating system was created. The votes in favor of the Venezuelan position were counted as 1, abstentions as 0.5 and votes against as 0. With these additions, the graphs were made.
There has been a high coincidence in the votes of Venezuela in the Organization of American States (OAS) and those of the beneficiary countries with Petrocaribe, the main energy cooperation program propelled by the South American country. The results of the voting in 13 key sessions identified in the #Petrofraude investigation, made it possible to identify how the diplomatic alignment worked between the Venezuelan government and that of the Central American and Caribbean nations benefited with millionaire financing.
